Issue: A tag of type Figure does not define the Alt or Actual Text attributes

Meaning: Meaning: You have a Figure (image, logo) tag that doesn’t have Alternative (Alt) text.

Fix: 

  • Add a concise but descriptive Alt Text entry to the figure tag that explains the purpose of the image (e.g., “City of Sacramento logo” or “Bar chart showing population growth 2010–2020”).

  • Use Actual Text if the figure contains readable text that needs to be exposed directly to assistive technologies.

  • If the figure is purely decorative and conveys no meaningful content, mark it as an artifact so it will be ignored by screen readers rather than announced as an empty figure.
